National debt rises to N10.8tn

 

Minister of Finance, Dr Ngozi Okonjo-Iweala 

The total debt of the Federal Government,   the 36 states of the federation and the Federal Capital Territory rose from N8.32tn on September 30, 2013 to N10.84tn on September 30, 2014.

This means that the nation’s total debt stock rose by N2.52tn or   30.29 per cent within one year period.

Statistics obtained from the website of the Debt Management Office in Abuja on Monday indicated that the N8.32tn did not include the domestic debt of the states in 2013.

Details of the current debt status of the country showed that the external debts of both the federal and state governments stood at $9.52bn or N1.48tn.

As of September 30, the domestic debt stock of the Federal Government alone stood at $49.12bn or N7.65tn. The domestic debt of states, on the other hand, stood at $10.97bn or N1.71tn.

In comparison, the external debt of both the federal and state governments stood at N1.28tn (or $8.26bn) as of September 30, 2013. Also, the domestic debt of the Federal Government a year ago stood at N7.03tn.

Dissecting the Federal Government’s current domestic debt of N7.65tn by instruments, the Federal Government Bond contributed N4.6tn or 60.12 per cent to the profile; the Nigerian Treasury Bills contributed N2.74tn or 35.76 per cent while Treasury Bonds contributed N315.39bn or 4.12 per cent.

As of June 2014, out of a total external debt of $3.01bn owed by the states, the Lagos State Government owed $1.02bn.

Other major holders of the country’s external sub-national debts include Kaduna State which owes $245.51m and Cross River State, $120.21m. Others are Ogun   $116.69m; Bauchi, $111.61m; and Oyo,   $80.11m.

The states least exposed to foreign debts are Borno, $16.07m; Plateau, $22.99m; Taraba, $24.06m; Delta, $24.7m; and Benue, $28.79m.

However, in comparison to the nation’s total external indebtedness, the states owed 32.13 per cent; leaving the Federal Government with 67.87 per cent.

Loans from China Export Import Bank and monies raised from Eurobond accounted for $2.54bn of the Federal Government’s $6.36bn external debt while multilateral sources accounted for $3.82bn.

As of June 2013, the nation’s total external loan stood at $6.92bn. This means that over a period of one year, the country’s external debt rose by $2.46bn, showing 35.51 per cent increase.

The growth of the nation’s debt stock can be seen in the budget for debt servicing. The Federal Government plans to spend N2.08tn servicing the country’s debt within the next three years.

The figures for debt servicing as well as the county’s debt stock are contained in the Medium Term Expenditure Framework and Fiscal Strategy Paper of the Federal Government.

Again, Jonathan meets Chadian President over insurgency

President Goodluck Jonathan on Monday in N’Djamena, the Chadian capital reiterated the need for Nigeria and her neighbours to intensify joint actions and cooperation to win the war against terrorism and insurgency.

A statement by the his Special Adviser on Media and Publicity, Dr. Reuben Abati, quoted the President as speaking to reporters at the Presidential Palace in N’Djamena after a closed-door meeting with his Chadian counterpart, President Idris Deby.

Abati further quoted the President as saying that their talks focused mainly on security and economic cooperation.

He reportedly told the journalists that the Boko Haram sect had a lot of external influence from outside Africa and it had become more imperative for all countries in the region to work together to overcome terrorism and other criminal activities across their borders.

“If you look at the economies of Nigeria and Chad both are linked. The Boko Haram people don’t take permission to move from Chad, Niger, Cameroon and Nigeria.

“If the countries do not cooperate, we will not find it easy to win the war, because when the heat is strong in one country, the criminals and terrorists will go to another one and hide.

“So, we must work together and we are discussing along that line,” Jonathan reportedly told reporters.

He also recalled that his visit to Chad was the second in the last one month, noted that it underscored the importance of building a “robust relationship” between both countries to improve trade, economic and security ties.

He said that discussions between both countries on cooperation in the ICT sector were ongoing and expressed optimism that more proficient use of modern technology would help greatly to address economic and security challenges in the region.

Jonathan, who was accompanied on the one-day official visit by the Minister of Foreign Affairs, Ambassador Aminu Wali, and the Director-General the National Intelligence Agency, Ambassador Ayodele Oke had returned to Abuja.

It will be recalled that Jonathan had, on September 8, held a closed-door security meeting with Deby to discuss ways of ending the Boko Haram menace.

The meeting between both leaders was a follow-up to their discussions in Nairobi, Kenya, about a week earlier on the sidelines of the African Union Peace and Security Council summit.

Sultan, Oritsejafor clash over Boko Haram

Sultan of Sokoto, Alhaji Sa’ad Abubakar III, and the National President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor 

The Sultan of Sokoto, Alhaji Sa’ad Abubakar III, and the National President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor, on Monday openly disagreed on the continued violence being unleashed on parts of the country by Boko Haram. 

While Abubakar said Islamic leaders had “tried so much” to preach against the activities of the sect, Oritsejafor said they had not done enough in reaching out to the insurgents and making them understand the true teachings of Islam.

The two religious leaders spoke at a round-table meeting with special advisers on religious affairs from the 36 states of the federation and the Federal Capital Territory in the Presidential Villa, Abuja.

The programme, which was declared open by Vice-President Namadi Sambo, was organised by the Offices of the Senior Special Assistants to the President on Islamic and Christian Matters.

It had “Toward synergising and interfacing in the religious sector for national development” as its theme.

Abubakar, who is also the leader of the Jama’atu Nasril Islam, had in his remarks said there was no problem between Islam and Christianity. He argued that if there was   any problem between Christians and Muslims, such a matter should be dealt with at that level.

He heaped the blame on what he described as lack of education about religions which breeds lack of trust and sincerity.

The Sultan regretted that while Islamic leaders had continued to condemn the insurgents, they were still being accused of not doing enough.

This, he said, was not fair to the religious leaders.

He said he had personally gone across the globe to preach peace and uphold the fact that there was no problem between adherents of Islam and Christianity.

In his quest for peaceful relationship between the followers of the two religions, the Sultan said he had written two separate lengthy letters to the   Pope and the Islamic State of Iraq and Syria.

He said when people were asking Islamic leaders to sit with insurgents and discuss, they fail to note that the current situation could not be compared to the activities of militants in the Niger Delta.

Abubakar said, “In a situation where Muslim leaders condemn insurgents and they will still be told they have not done enough. That is not fair.

“We don’t tell ourselves the truth. Followers are not telling the leaders the truth, and the leaders will think they are doing the right things.

“If the governor in Sokoto is told that he should sponsor four people to Christian pilgrimage, so be it. It is government’s fund. If a land is needed in Kano for a church, they should get it after following the due process.

“Muslim leaders have tried so much. I have gone across the globe to say that there is no problem between Islam and Christianity.

“We wrote to the Pope, the document is titled the Common World – published in 2010. He replied us and since that time, we have been having meetings.

“We also wrote to the ISIS to tell them that they should not continue to do what they are doing in the name of Islam. If we read those documents we must trust what we have said.

“If we don’t trust one another, we cannot move forward. If we say one thing here and go back to our states to do other things, we have wasted our time and resources.”

While urging followers to stop telling their leaders what they want to hear, the Sultan said he and Oritsejafor had, two years ago, written a letter to President Goodluck Jonathan on how to end the Boko Haram violence.

He said he again called the President’s attention to the letter when they were invited recently to an expanded meeting of the Security Council.

The monarch explained that he had told the President that they had done their best because they could only advise the government.

He said, “Followers should stop telling the leaders what they want to hear. We wrote a letter to the President on what to do to end the scourge about two years ago.”

Abubakar also noted that religious leaders under the auspices of the Nigeria Inter Religious Council had been meeting and going round the country to interact.

He said members of the council had not been able to meet in the last one and a half years because of insecurity.

The Sultan alleged that while they decided to move an earlier meeting fixed for Gombe State to Abuja, the Secretary to the Government of the Federation failed to release funds to them.

He said like every other Nigerian, Islamic leaders also feel the pain of insurgency because   one life lost, especially to insurgency, meant a lot to them.

Mohammed reiterated his position that the insurgents were not committing the atrocities in the name of Islam.

The Sultan advised that as the 2015 general elections approach,   politicians should carry out their campaigns without reference to candidates’ religious or ethnic background or colour.

Oritsejafor, in his reaction, commended Abubakar for writing the ISIS, saying he had not heard about the letter before.

He however called on the Sultan to also write another letter to the Boko Haram, which according to him, had killed more people than the ISIS.

The CAN President said since Boko Haram members have clerics they listen to, Islamic leaders must find a way of reaching out to them and present the teachings of true Islam to them.

Oritsejafor said the insurgents would not listen to him but would rather kill him fast if he dared to reach out to them.

He said, “His Eminence said he wrote a letter to the   ISIS. I have to truly congratulate you for that because that was a very good move. I didn’t know about it until now and I am so glad it happened.

“But I want to appeal that you also write to Boko Haram because Boko Haram is worse than the ISIS. They have killed more people than the ISIS, they have caused more atrocities than the ISIS, they need to be written to as well, it is very important; it will help.

“I have made an appeal several times that there are some of our leaders who must come together: religious, political and traditional. They must come and discuss.

“I have been told that Boko Haram members , to a very large extent, are very vast in scriptures. What scriptures do they use?

“There are still religious clerics that they respect. If these people are not presenting the right thing and are misrepresenting Islam, which I agree it is so to a very large extent, we agree that our brothers should reach out to them so that the real Islam can be presented to them.

“They won’t listen to me, in fact, they will kill me faster than anything else if I go to them, oh yes, that is the truth.   I am aware of that. In fact, as I speak, I know what is going on around me all the time, so I know.”

While admitting that insurgents also kill Muslims, Oritsejafor said Muslims fall victims to the sect for two reasons.

According to him, Muslims who are killed are those who disagree with the sect’s ideology or those who refuse to work with them by giving information.

He described as painful and disheartening, a situation where all churches in Mubi in Adamawa State and other places had been levelled.

He also decried a situation where a state governor would vow that he would not use government money to sponsor adherents of a particular religion on pilgrimage.

The CAN leader said it was not enough for religious leaders to say sweet things, they must   match their words with actions.

He continued, “The problem with gatherings like this is that if we are not careful, it becomes an occasion for good photographs, shaking of hands and   talking very nicely.

“We don’t want to offend each other. Please let us offend each other, we need to. Because if we don’t offend each other, we will not tell each other the truth and that is part of Nigeria’s problems.

“If you come out to say certain things, there are those who feel you are rocking the boat but God is in the boat, the boat will not sink.

“Let us talk to each other, let us tell the truth to each other, let us not sweep it under the carpet.

“It is true that Islam and Christianity have no problem. I am glad you (Sultan) said there could be problem between Christians and Muslims.

“Why should a church in the North for the past 30 years not get a Certificate of Occupancy? Any mosque or church in any part of the country should be able to get C of O.

“Why is it that people will want to build a place of worship in a particular part of the country and they will not get land?

“We must create a level playing field for everybody; we   must deal with everybody equally.’’

Sambo, who represented Jonathan said religion, as a guide for mankind, must be applied as a guiding light against the backdrop of all the problems confronting the nation.

He added that religion must be used for conflict resolution, sustenance of   peace and the establishment of a just and egalitarian society.

The vice-president said the activities of the insurgents would not deter the government from positively transforming the lives of the citizens.

He added, “We are working round-the-clock to transform all facets of our socio-economic and political lives.

“Let me reiterate that we remain resolute in our quest to provide positive development to Nigerians anchored on peace and harmony. We equally remain unwavering in our commitment to bringing an end to the security challenges confronting our dear nation.

“It is worthy of note to state that the threats posed by senseless insurgents who masquerade themselves under the guise and toga of religion to perpetrate their lawless acts will not in any way distract us from our quest to positively transform the lives of Nigerians.

“Our transformation agenda has positively impacted on the lives of Nigerians and we are committed to the continuous delivery of democratic dividends and good governance to our people.”

Sambo said all Nigerians should strive towards promoting inter-religious harmony and dialogue at all times for peace and development to thrive, adding that no meaningful development could be achieved without peace and security.

He said, “I urge us all to live according to the noble tenets and dictates of our religions. We should continue to assist government with prayers and positive counselling and desist from making inciting statements and comments capable of causing disharmony and breach of the peace.

“It should be noted that, by the teaching of our faiths, we shall all account for our deeds in the hereafter. I therefore admonish you to live by example always and to do good for the development of our country and humanity.”

A former Head of Service of the Federation, Yayale Ahmed, who was the chairman of the occasion, had earlier asked all Nigerians to abide by the codes of conduct of their religions.

Ahmed called on them to avoid pretence and work together as brothers and sisters.

He warned that everybody would account to God for whatever they did either in pretence or in sincerity.

Senators initiate move to impeach Jonathan

Some Peoples Democratic Party’s senators on Monday started impeachment moves against President Goodluck Jonathan over what they described as the high level of impunity and corruption allegedly being condoned by his administration.

Investigations by our correspondent revealed that the PDP senators had started compiling impeachable offences against the President.

An All Progressives Congress member of the Senate, who confided the development in our correspondent on the condition of anonymity, explained that his aggrieved PDP colleagues in the upper chamber had started reaching out to the opposition senators.

He said, “I was personally consulted this evening over the issue and I also cross-checked from my colleagues who also told me that they had been contacted.

“The grouse of the lawmakers, according to the person that contacted me, was that Jonathan’s handling of the last week Thursday’s invasion of the National Assembly by the police was carelessly handled by the Jonathan administration.

“From the look of things, the proceedings will start on Tuesday because some signatures had been collected already.”

Another senator from the PDP, who also craved anonymity, also confirmed the development to our correspondent stating that it was certain that the President was not capable of superintending over a free and fair election in 2015.

He said, “Our President is not in charge. We have seen that he had allowed the governors to hijack powers from him. He is just like a puppet and the earlier we act fast, the better for us.”

Meanwhile, opposition members in the Senate have threatened to raise the issue of the last Thursday’s invasion of the National Assembly by the security operatives, when the Senate resumes plenary today (Tuesday).

The spokesperson for the group, who is also the member representing Ekiti Central on the platform of the APC, Senator Babafemi Ojudu, gave the hint in a telephone interview with our correspondent in Abuja.

Ojudu said his colleagues were very annoyed with the ways they were maltreated and molested by the policemen, who were deployed in the National Assembly on the orders of the Inspector – General of Police.

He said majority of his members were of the opinion that the IGP should not be allowed to enter into the chambers, but should be asked to resign for allegedly ridiculing the federal lawmakers who had done nothing wrong other than going to carry out their lawful legislative activities.

He said, “We (APC Senators) are holding a crucial meeting this (Monday) night to take a final decision on the matter because   majority of us are really angry. Some are even of the opinion that we should demand the resignation or sacking of the IGP.

“I can assure you that the issue of the National Assembly invasion by the police would be raised when we resume sitting tomorrow (Tuesday ), but we are going to take a single position on the matter at our meeting tonight,” he added.

However, the Chairman, Senate Committee on Information, Media and Public Affairs, Senator Eyinnaya Abaribe, had in an interview with our correspondent, on Saturday, maintained that the Senate would not be thrown into any chaotic situation over the Thursday’s invasion of the National Assembly complex by security operatives.

He had admitted that the IGP would appear before the Senate but assured the public that the matter would be handled with maturity.

He had said, “The Senate will discuss the invasion of the National Assembly by security operatives when it reconvenes on Tuesday. Already we have invited the Inspector – General of Police to find out who gave the order for the harassment of federal lawmakers last Thursday.

“So, I do not anticipate any form of stormy session during our sitting next Tuesday. I can assure you that the Senate is made up of gentlemen and women who are very senior citizens of the Nigerian society.

“Therefore, you cannot expect the Senate to act, except in a decorous manner.”

Abaribe also said that the Senate would still go ahead with deliberations on the emergency rule in the three north-eastern states of Adamawa, Borno and Yobe contrary to insinuations that the matter had ended since the period of emergency had lapsed.

He said, “We had invited the service chiefs and we will find out from them, the update on the insurgency situation in the north-eastern states of Adamawa, Borno and Yobe so that we can address the issue of the state of emergency requested by President Goodluck Jonathan.”

Ghana big babe caught with 12.5kg of cocaine worth $5m in the UK

A Ghanaian socialite named Nayele Ametefe also known as Ruby Adu-Gyamfi, who is said to be very highly placed in Ghana was arrested at Heathrow Airport, London on November 10th for drug trafficking.

Nayele was arrested shortly after arriving on a flight from Accra, Ghana, carrying 12 kilograms of cocaine worth £3.5million ($5 million) and £6, 063 cash. She was also reported to have been in possession of multiple passports including a Ghanaian passport and an Austrian passport.

 

She was charged to court the following day for attempting to import a class A drug. She was however remanded in custody until her next appearance at Isleworth Crown Court which is on Thursday, 27th November. 

In another twist, Daily Graphic reports that an Assistant Director of the Ministry of Foreign Affairs & Regional Integration in Ghana, Abiel Ashitey Armah has been arrested over the Nayele Ametefeh cocaine saga.

Two others, Theophilus Kissi of the Research Department who was attached to the VVIP Lounge at the Kotoka International Airport and one Abubakar Ahmed has also been arrested for allegedly aiding Nayele to transport the cocaine

UNIJOS in chaos as students protest hike in school fees

Students of the University of Jos continued their protests today following yesterday's chaos in the school over what they say is a 100% increase in school fees. ‎The protesting students set fire in front of the school gate this afternoon, insisting that school authority must reduce their fees.

The students say the fee was N27,800 but has now been increased to #60,000. They also say they were forced to pay for developmental levy which has never been used for any development within the university. They said all effort by the student union government to speak with the Vice Chancellor of the university Prof. Hayward Babale Mafuyai, was met with a brick wall as the VC refused to negotiate with the students.

Following his refusal to speak with students, they took to the streets to protest, blocking all roads leading to the university of Jos thereby bringing all activities to a standstill. All university activities was also boycotted including the exams that was meant to start yesterday 24th November.

CBN devalues Naira, puts exchange rate at N168 to a dollar

Following the dwindling oil price in international market, the Central Bank of Nigeria today announced the devaluation of the Naira, pegging the Dollar to Naira exchange rate at N168 to a dollar as against the N155 it was previously.

Announcing the new exchange rate at the apex bank's Monetary Policy Committee meeting in Abuja, the Central Bank Governor, Mr Godwin Emefiele said the devaluation of the Naira against the dollar is to strengthen the Nigerian currency in the face of the falling international oil price. He called on the Federal government and the National Assembly to speed up the process towards the immediate passage of the Petroleum Industry Bill, PIB, which has been pending passage for the past two years.

In the midst of all the drama, Big Brother kept up the façade with normal house rules in play – putting Trezagah up for automatic nomination after he failed to freeze under instructions and tying Sheillah & Nhlanhla together for 48 hours for talking to each other without their microphones.

IK got down to business, calling former housemates Vimbai, Luclay and Feza out of the house first. After they had joined him on stage, he returned to the house again and summoned Hotshots Tayo, Ellah & Sipe for an eviction which they thought ended their time on the show – but turned out to be part of the prank. Once all the former housemates had joined IK on stage, he revealed the prank to the Hotshots and explained that everything the former housemates had done, had been under instruction from Big Brother – so no hard feelings.

Before letting them go, IK reminded them that there are just two weeks left in the game and that it’s time to cast aside friendships and focus on eliminating the competition. Since there was no Extravaganza task this week to win immunity, every housemate, bar the winner of Monday’s Head of House Task, is eligible for nomination and possible eviction during next Sunday’s show.

IK also announced the winner of the ChannelO Best Hotshot #TIA track, which had seen both current and former housemates pairing up to compose songs about countries on the continent. With the votes in, it was Nhlanhla and Luclay who delivered the best track, meaning that Nhlanhla wins a trip to the country he sang about – Nigeria – to the value of R40 000.

South African Hip Hop giant K.O. took to the stage twice, to open and close the show. He led with ‘Caracara’, featuring Kid X and closed things out with ‘Son of a Gun’.
